1. Pre-Prosperous Family
- This family is at the lowest level of welfare.
- They have not been able to fulfill basic needs such as food, clothing, shelter, health, education and social care.
2. Prosperous Family I
- This family is able to meet their basic needs, but is still not economically stable.
- They can meet their needs for food, clothing, shelter, basic education and basic health.
3. Prosperous Family II
- This family is at a better level than the Prosperous Family I.
- They can meet basic needs and begin to meet development needs such as higher education, participation in social activities, and improving the quality of housing and health.
